Arnold Foote, the World Federation of Consuls (FICAC) today salutes you as it acknowledges your achievements and contributions to the development of FICAC in particular, and your work towards the advancement of Consuls in general.

We place on record some of your achievements.

• You created the FICAC Logo free of cost
• You also created the FICAC letterhead free of cost
• You created the FICAC website www.ficacworld.org free of cost
• You created the “FICAC News”, the magazine of FICAC.
• You designed and instituted the FICAC Star in solid gold to be given only to distinguished world leaders, the FICAC Medal of Honour, the FICAC Medal of Distinction, the FICAC Award of Excellence and all other FICAC decorations.
• The FICAC 25th anniversary programme, which received so much global acclaim was your brainchild.
• You gave recognition to all Consuls who contributed to FICAC or the Consular Corps that they have the honour to serve
• You instituted the FICAC/UNICEF programme to raise funds for underprivileged children with HIV/AIDS
• You created the FICAC Advisory Council
• You instituted the FICAC Consular Privileges and Protection Committee
• You spearheaded the call for a revision of the Vienna Convention on Consular Relations
• You developed the FICAC Regional programme. Now FICAC is represented in every region of the world.
• You started the FICAC trade promotion programme
• You re-registered FICAC as an NGO with ECOSOC status at the United Nations
• You promised to make FICAC more inclusive of Asia, Africa and the Americas. You have kept that promise.
• You arranged the British Airways deal for all members of FICAC
• You arranged the Hilton Hotel deal for all members of FICAC
• You created the slogan; “FICAC…Working hard to serve you better”.
• FICAC cultural programmes are new phenomena that give welcome dimensions to the image of FICAC.
• You initiated the FICAC Education programme with Centre d’Etudes Diplomatiques et Strategiques to enrich and deepen our appreciation of the ethics and norms of Consular affairs.
• The historic FICAC Who’s Who publication started under your leadership.

Arnold, you are worthy of the award which comes to you today out of our recognition of your selflessness and commitment to the cause of FICAC. You have taken the organization to a very high level and broadened its horizons and perspectives.

We salute you for your excellent contribution to the cause of the World Consular Corps and congratulate you.

This recognition has never been more deserved in the history of the organization and never so unanimous.
