On behalf of the World Federation of Consuls, it is my honour today to present the FICAC award of Distinction to the His Excellency Carlos Morales Troncoso, Minister of Foreign Relations of the Dominican Republic. This award is given to persons who have served with distinction in the development of their country and their fellow citizens.

His Excellency Abdullah Gul, President of the Republic of Turkey visited Lahore Pakistan recently where he had meetings with a delegation of businessmen, the Chief Minister of Punjab and participated in functions and a banquet held in his honour.

The 9th World Congress of Consuls held in Izmir Turkey was the largest and finest conference in the history of the World Federation of Consuls.

Arnold Foote, the World Federation of Consuls (FICAC) today salutes you as it acknowledges your achievements and contributions to the development of FICAC in particular, and your work towards the advancement of Consuls in general.
